Summary, etc. | En s’appuyant sur les résultats de deux études récentes commandées par France Stratégie, l’article propose une analyse critique du développement institutionnel et académique de l’évaluation d’impact des politiques publiques en France. Il montre que les évaluations d’impact, reposant sur des méthodes statistiques contrefactuelles, représentent une part faible – bien que croissante – des évaluations réalisées dans notre pays et qu’elle n’est produite que par quelques centres de recherche spécialisés. Les acteurs institutionnels de l’évaluation des politiques publiques (ministères, Parlement, Cour des comptes…), qui promeuvent une conception de l’évaluation plus large que l’identification de liens de cause à effet entre une politique et les résultats observés, ne font quasiment jamais appel à ce type de méthodes scientifiques. Le rôle joué par l’Insee et des services statistiques des ministères (SSM), à mi-chemin entre l’administration et la recherche, constitue une spécificité française dans le développement des pratiques d’évaluation d’impact. |

Summary, etc. | The slow development of public policy impact assessment in France: an actor-based approach – Drawing on the conclusions of two recent studies commissioned by France Stratégie, this paper poses a critical analysis of the institutional and academic developments of public policy impact assessments in France. It demonstrates that rigorous statistical and econometric methods only make up a small (albeit growing) proportion of policy evaluations conducted in the country. Moreover, such production is concentrated in only a few specialized research centres. The institutional actors of policy evaluation (ministries, Parliament, court of auditors, etc.) have adopted an approach of policy evaluation that does not put the emphasis on identification of causality between a policy and its effects. They therefore rarely use these scientific approaches, preferring to resort to indicator monitoring or qualitative methods. In that context, the national statistics agency (Insee) and the ministries’ statistics services represent a distinctive feature of impact assessment practices in France, in that they are halfway between administration and scientific research. |
