| Summary, etc. | RésuméBien que George W. Bush ait été élu en tant que conservateur en 2000, ses choix ne paraissent pas très conservateurs. Ses deux mandats ont été marqués par un accroissement du rôle de l’État fédéral, par une plus grande intrusion de cet État dans la vie des Américains au nom de la « guerre contre le terrorisme », et par une intervention en Irak marquée au sceau d’un wilsonisme utopique. Si la droite américaine a enregistré quelques avancées (réductions des impôts, nominations de juges conservateurs à la Cour suprême), nombre d’activistes ont rompu avec George W. Bush en l’accusant d’avoir trahi la cause conservatrice et fait imploser le mouvement. Les défenseurs du président soutiennent au contraire que George W. Bush a adapté le conservatisme de Ronald Reagan aux temps nouveaux. Il reste que l’avenir électoral du parti républicain paraît obscurci par la puissance de la droite chrétienne et du Sud, en décalage croissant avec le reste du pays, dont l’humeur n’est plus celle, favorable au conservatisme, des années 1970 à 1990. |

During his two mandates, the role of the Federal Government has increased, it has become more intrusive in people’s lives in the name of the “war on terror”, and the Bush Administration has launched a military intervention in Iraq bearing the mark of a utopian Wilsonism. If the right did score some substantial points (repeated tax cuts, nomination of conservative judges to the Supreme Court), many activists have broken with George W. Bush, accusing him of betraying the conservative cause and of splitting up the movement. The President’s defenders argue that, on the contrary, George W. Bush has adapted Ronald Reagan’s conservatism to the new era. Still, the electoral future of the Republican Party seems clouded by the power of the religious right and of the South, two constituencies increasingly at odds with the rest of the country, where the mood is less favorable to conservatism than from the 1970s to the 1990s. |
