The aim of this study is to assess the impact of the food distribution program during the COVID-19 pandemic on household consumption and food security in Dakar. A quasi-experimental approach based on propensity score matching (PSM) and differences-in-differences (DD) was used on a representative sample of 640 households. The results show that the program had a positive and significant impact on per capita expenditure and enabled beneficiary households to maintain their daily number of meals. The robustness analysis yielded similar results, although the magnitude of the impact varied depending on the specification. The study also revealed a low level of program effectiveness and significant targeting deficiencies. JEL Codes: D04, C54, H53, I38.
