Understanding motivation and organizational commitment — In search of values in public service: An illustration based on a mixed methodology

Research about the motivation and organizational commitment of public servants developed in the United States in the 1990s, particularly with the identification of the concept of public service motivation (PSM). Although values are particularly important in the French public service, there is little empirical research into the role that values play between motivation and organizational commitment. Using a mixed methodology, we analyze the role of person-organization fit among public managers. Our research contributes to the literature by shedding light on the role of values in the relationship with the hierarchical superior, the nature of these values, and their origin. Moreover, our work reaffirms the importance of values and demonstrates the role of person-organization fit in understanding individuals’ behavior.
