Judging the Employability of Unemployed Disabled People through Performance-based Management

It is based on a survey conducted between 2014 and 2017 in the French public service called Cap emploi, deployed by associations and dedicated to job seekers with an administrative recognition of disability. The complementary use of ethnographic and statistical methods shows how this performance-based management forces counsellors to evaluate the “employability” of unemployed people according to employer satisfaction criteria. Disability is reinterpreted in the light of these criteria, leading to a hierarchy of types of disabilities according to “employability judgements” based on each of these criteria. The consequences of this obligation to achieve results can be seen in the entry sorting of unemployed people, during which disability is a determining factor, in addition to age and qualification. More broadly, this article shows the challenges of reconciling the willingness to customise social policies with performance-based policies in public services.
