This perspective is similar to Cicero’s in his Verrines. The point of view of both authors on the city seems to be moderated by a posterior reality, i.e. the evolution of the city between the Vth and the Ist century B.C. : both of them seem to actually depict Sicily as they perceive it in the Ist century.
