Negotiating around the Law, Negotiating with the Law

According to the theory of local governance, law has little influence on the policy-making process. In a context of multilevel governance, contracts and negotiations are being used more frequently. This paper shows on the contrary that even if they negotiate, policy-makers use the law as a vehicle to affirm their leadership and to coordinate their positions. These activities must be contextualized, however, to be understood.
