Transport and Reorganization of City-Harbour Relations on the Paraná river

Résumé Véritable colonne vertébrale du pays, le Paraná est une grande porte d’entrée et de sortie pour l’Argentine. Or l’évolution récente de la distribution des flux et de la flotte marchande mondiale a engendré une recomposition de la structure portuaire du pays. Cet article s’intéresse à la ville de Rosario et au corridor fluvial de Rosafe (entre Rosario et Santa Fe) marqué par une profonde transformation des relations entre acteurs privés et publics. Aujourd’hui, cette interface fluviomaritime est au centre de la structure agro-exportatrice de l’Argentine grâce à la modernisation de son complexe urbano-portuaire.
The presence of a large river such as the Paraná in Argentina is both an asset and a constraint. While the river serves the logistics of transport, the evolution of the distribution of commercial flows and changes in the world merchant fleet have engendered a reorganization of the urban structure of the country. This article analyses the city of Rosario and the fluvial corridor of Rosafe (between Rosario and Santa Fe), where cooperation between public and private actors is emerging. The different strategies of connecting to the “river highway” shows an evolution in the competition and the complementarity between city ports and the logistic complexes that are located outside the cities. This article analyses the reorganization of the urban system on the scale of Argentina as a whole, and the local impact of the recent evolutions on the city of Rosario.
